Mayor James Fiorentini says residents who report a pothole on a city street to the Public Works Department will automatically be entered into a drawing for one of three $25 gift cards donated by local businesses. Haverhill, like all New England cities, is dealing with the annual spring rite off dealing with large divots in the roads after a rough winter.
